District 2 Was Created To Allow Minority Representation On Our City Council

The system of at-large districts in Tyler had historically perpetuated a city government exclusively composed of white officials, systematically denying the African American community fair representation, justice, and equality. In the 1970s, fifteen years deep into the Civil Rights Movement, the stark underrepresentation of minorities in local governance became a critical issue.

Rising to challenge this injustice, three members of the Tyler Organization of Men (TOM) courageously partnered with a civil rights attorney, initiating a class action lawsuit against the City of Tyler. Their relentless pursuit of equality culminated in a ruling by Judge William Steger, leading to the establishment of single-member districts.

This pivotal change began to dismantle barriers of systemic racism in local politics, granting the minority community in Tyler the equitable representation they had been unjustly denied for so long. For the first time in Tyler's history, people of color had a genuine voice in shaping the city policies and decisions that affected their lives.

Because of the lawsuit, in 1976 Tyler created Districts 2 & 3. Since then, minorities have had representation on our city council. Today, Tyler is 51.2% majority-minority. Of the seven members of the City Council, 2 are minorities.

His national recognition as a Teaching Strategy Expert underscores his commitment to innovative, inclusive education, a cornerstone for empowering minority communities. Beyond the realm of education, Dr. Floyd's role as an Education Consultant at various colleges and universities showcases his dedication to lifelong learning and development, principles deeply valued in our communities.

Holding a Doctor of Education degree in Learning and Organizational Change from Baylor University, Dr. Floyd combines academic excellence with real-world application.

His service as a devoted pastor at Designed For Worship, Church of God In Christ, aligns with his deep commitment to social justice and community upliftment, echoing the denomination's historic involvement in the civil rights movement.

Dr. Floyd's multifaceted career is a testament to his unwavering dedication to serving and enhancing the lives of minority communities, making him a beacon of hope and progress for District 2.
